I don't care generally either, but my experience with people like this, they want observers to care. It's not about expressing themselves, it's about the attention and the offense they cause others. If their dress alone isn't offending anyone, they'll ramp up their behavior. So I'd rather it be socially acceptable to call out people like this than for everyone else being silently uncomfortable.

I feel the same about people with blue hair

You must live in a very rural area if blue hair is in any way still shocking

I live in a city with ~8m people. I still think people who have blue hair are desperate for delicious attention.

As someone who used to dye my hair funny colors its not always about attention but about a personal aesthetic. Not everyone wants to fit in. If you've been bullied your entire life you might decide that trying to fit in is a losing battle and why not go hard in the other direction. (mostly former goth).
