No they didn't.

What they've done is ended restrictions.

It's still more dangerous than the flu, even in Norway.

Solberg had so far implemented the first three stages of a four-step plan to remove social and economic restrictions imposed since March of last year, but the final step was postponed several times amid worries over infection rates.

"In short, we can now live as normal," Solberg said.

Some 76% of all Norwegians have now received at least one dose of a COVID-19 vaccine, while 67% of the population is fully vaccinated, according to the Institute of Public Health.

"Even though everyday life is now back to normal for most people, the pandemic is not over. People will still get sick and therefore it is important that everyone gets vaccinated," she added.

She warned, however, that those who do contract COVID-19 must still go into isolation to avoid spreading the virus.

You'll note that with normal flu, people who contract it do not need to go into isolation, nor is there a push to get everyone vaccinated against it.

The misunderstanding seems to have arisen from this google translation of an interview in Norwegian.

In particular the line "Norway is moving into a new paradigm where the coronavirus is no longer more dangerous than other respiratory infections.", so long as you ignore the line "For those vaccinated who may become infected and develop symptoms, the vast majority will have mild cold-like symptoms."

So they're talking about how dangerous it is to the vaccinated.

They have clarified in response to fact checkers of this story:

A representative for the health body said: "It is not correct that the Norwegian Institute of Public Health has claimed that 'COVID-19 is no more dangerous than ordinary flu.' This statement is probably a misinterpretation of this interview in [VG].

"Our position, as stated in the news article, is that at this point in the pandemic we must start approaching COVID-19 as one of several respiratory diseases circulating with seasonal variation.

"This means that the control measures that will be applicable for various respiratory diseases will require the same level of societal preparedness. This does not mean that illness from coronavirus and the seasonal flu are similar."
