Since you can't find the article or any other sources, I went back to the worldometers page you linked and found the cases chart: https://files.catbox.moe/vgb2qp.png

The point I have hilighted (March 2, 2021) is when governor Abbot lifted the mask mandate and opened Texas 100%. Doesn't look like much of a spike to me.

It doesn't have to be a spike. Seems you refuse to look at the CDC records. Also, Texas controls what's reported to the CDC. At Saidit of all places, why would you trust the the government of Texas, or any government. In any event, what the CDC does know is that texas is still one of the worst-hit states re. COVID19, after the lockdown and beforehand.

EDIT: Also: I see that you chose a graph that is posted after "Total Coronavirus Cases in Texas" and before "Total Coronavirus Deaths in Texas", both of which show a rise in total numbers. Yes, you can look at the daily reports, which are controlled by Texas, but the two other graphs regarding total numbers are more important for understanding the bigger picture.

Need I explain this? Really? The alt-right agenda - generally and on Saidit - is that government is bad, and that dictators are good, and that you should trust your dictators, the ones who know everything and tell you what to believe. Fox News supports the disctators and gives you their approaches on a daily basis. In that manner, you can distrust everyone else, the government, science, facts, Wikipedia, vaccines, medicine, environmental laws, funding for education, people who might not be heterosexual, all foreigners, people of color, etc. etc. Perhaps I've missed one of the categories you are meant to hate on Saidit, but hopefully you get my point. (Or - alternatively - look at what's considered 'best practice' in other states and countries regarding gun laws, and hope that your elected officials will look after you and not allow unlicensed lunatics to easily get guns and murder you [lest you purchase your own arsonal and carry a gun at all times]).
