It's also NOT a reference to a soul.

God merely indicates that "he" thinks about people before they are born.

Just remember that a soul - in the Christian context - can only reside in a living being, not an egg.

A fertilized egg is alive. An egg isnt. Nor a sperm. But both are capable of generating life. Soulless, but two required pieces to deserve one when joined.
