Because a crisis means they can over-ride normal laws and morals, and the majority of our dumb-fuck species will go along with it.

Of course, the whole 'PATRIOT Act' etc was the classic example. Give up your freedoms for safety! There's a man on dialysis with some boxcutters, living in a cave somewhere, which looks like a big house in Pakistan, but whatever, safety! For the chilreeen!
