That's a heavy question, pertaining as much to technology as anything, and the answer is not simple.

The first step is hardening your server against botting and making of bot accounts. Not impossible but takes programming.

To stop botting you must halt making new accounts from the same IP address for let's say a week. Restrictions must be set.

Problem is a lot of Admin. & Owner non-tech. newbies just run with default settings or have their server serviced by a corporation.

You cannot do that in today's day and age anymore, was ok 20yrs. ago or more.

What about those who use VPN's?

VPNs, especially not ISP serviced VPNs are not what you think they are.

Route from your home to ISP on a commercial VPN - Exposed.

Route from your ISP to Commercial VPN Server - Exposed.

And protecting routes from hackers do not secure your server.

Beware Cloud Flare nodes though, those servers are installed by a different power for internet shutdown.
