What leads to believe there is one with that authority(if such a thing exists)? Did someone say that or did one just “come up” with it by the self?

I would say anyone who can start a war could stop it.
Technically congress is the only one allowed to start a war, but they've gotten around this the last few decades and now it's unclear who can or can't declare war.
But I'd say if the president has the power to start a war, he should also have the power to stop it. Of course this action won't make the military-industrial complex very happy, because wars are how they make money, so there is industrial lobbying pushback whenever wars are ended, and pushback from parts of the military as well.
