Well, Real ID"s may be optional in the sense that you aren't required to have any ID or driver's license at all in the state of Oklahoma. However, there's no way to get any other kind of ID or driver's license in Oklahoma, and, they're all produced in Indiana and mailed in from out of state. This is simply an example of the state government of Oklahoma trying to soft pedal the fact that they're shoving Real ID"s down people's throats, as well as giving them no in state means of obtaining them. It's disinformation, actually. Does that make sense, now?

I believe in many states currently, if you want any kind of State ID or driver's license at all, you have to get a real ID, and, in many of the smaller states, they won't let anyone near any of the facilities that actually produce these ID's. In the largest states, I believe people do still have the option of same day, on site pickup of State ID's and driver's licenses, if necessary, but, not in many of the smaller states. Indeed, for many of the smaller states, the process of producing driver's licenses and ID"s has been subcontracted entirely out of state.

Although Texas has Real ID and mails them most of the time, they are still available same day, on site, if you really need them that way. In many of the smaller states, there's no possibility of doing this at all, because they either are subcontracting their production out of state, or the feds have them so spooked by the possibility of retaliation, that they're refusing to let their citizens anywhere near the ID production facilities, or even letting them know where they are! The bigger states, of course, can't be so easily intimidated.

That is precisely correct, from the information I've found online. It's, I believe, the only state producing them in state, but not allowing people to obtain them on site, if they wish. Some states outsource production of driver's licenses to other states, and have them mailed back into the state, so people can't obtain them on site. Other states that produce them in the state, either require people to pick them up at the dmv offices, or give people the option of either pick-up or mailing. Only North Carolina, I believe, produces in state, but mails from the one site all over the state, without people having the option of pick-up. They say it's for "security" reasons.

The impression I'm getting is that the issue is federal regulation. That, although the cost of producing a Real ID isn't that much greater than a conventional driver's license, the federal regulation is much, much tighter. So, the state is responsible for ensuring the training and compliance of any agency issuing these Real ID's, and, in the case of many states, they simply don't want to be bothered with the extra work. So, they're willing to pay some other state to take care of ensuring compliance with federal regulations, so they don't have to be bothered. In other words, pure laziness.

Oh, the CIA is brutal as all Hell, and extremely creative in its brutality. But, American culture itself pretends to be totally benign.
