It's a stereotype used in propaganda to direct viewers to hate people because of a specific appearance. Meanwhile the real enemy slips in unnoticed by the masses (the wolf in sheep's clothing). And the caricature does not always match reality.

Beware of hating anyone because of their appearance, but hate the evil itself. Overcome evil with good.
