My first guess was using binary but this is really cool.

Thanks. I originally came up with a more complicated solution but then realized this far more elegant solution. Any rational number can be represented using this pattern by varying the amount of nines. An even more general representation would be (X+X)/(X+X+X) where X does not equal zero. X doesn't even have to be a number. It could be (Apple + Apple)/(Apple + Apple + Apple).
