Bit of a problem with this.

Black Americans offend at about five times thebwhite rate and this could very well end up with emergency services not being called when your black neighbor is in the process of beating his wife to death, fur fear if being accused of racism and being arrested.

Bullshit, but what do you expect from the state? Perhaps it should be a crime to waste police time, to make fraudulent reports etc. Perhaps it already is.
