The FEMA camps are real, and they're building Canadian versions, as well.

The first step was restricting Americans from traveling the continent freely after 911. Most people I know don't have a passport. My mother in particular had to wait 6 months to get hers. Not everyone deals with that, but it's not always a quick process.
