I'd think some of both, but mainly what you suggest. Many people become homeless from addiction issues. But many people also have mental health issues which may be the underlying reason for both their homelessness and the substance abuse. In general homelessness is also a symptom of societal failures though. Japan has alcohol addiction aplenty, but almost no homelessness. Also homelessness is practically unheard of in the most primitive of societies. This is a complicated issue. I'm not sure I can adequately answer this
