The elites can't control protests. Focused mass protests scare them greatly.

But they can control riots. Because they have a monopoly on violence.

Thus they want protests to become violent so they have an excuse to violently control them. And also the media uses any hint of violence from the protestors to de-legitimize them to the masses.

Elites control protests by allowing whichever ones they want, and stomping out those they do not.
