Historically, these sorts of "pan" cultural movements are rarely successful: pan-Arabism, pan-Africanism, pan-Westernism.

I don't see "Western culture" suddenly uniting in response to slavery or homophobia (not sure which you're talking about now). France and Germany and the UK and the US and Canada are always bickering among themselves.

What do you mean by "intervene"? Economic/diplomatic/legal?

It seems the core of your moral agonising is whether the nature of the "intervention" takes away the "agency" of the other; it's not clear to me that diplomatic efforts do this.

I think we both agree that persecuted LGBT refugees have a right to asylum.
