Sounds like it deals with that (part of the reason it takes 9MB to store 7KB.) But yes, whatever Google does to your videos is unpredictable.

I remember before Google Drive, someone built a cloud file system based on GMail.

They already do. This most likely does not work. Not just because of compression but because Google will detect and delete that shit.
