That seems like a legal nightmare. You can't just throw stuff like this all over the place, including onto private property.

Each instance of littering a non biodegradable object carries a fine of up to 500 dollars where I live. Small seed like objects like this will be eaten by birds, and obstruct their bowels killing them.
