Individual droplets of rain will change temp as they fall and when the rain falls into the lake and mixes with it, it will match the temp of the lake. The dam itself also will have a temperature, and as the water goes through the dam and interacts with it they will exchange heat. So the temp of water at the hoover dam is meaningless

Nonsense. Did you even attend a highschool physics class? Temperature is energy. It does not matter if the temperature of each water droplet changes because however it changes is a reflection of the temperatures in its surrounding environment. Each droplet of water experiences its own temperature changes and each one makes a tiny contribution to the temperature of the lake. That is all part of how the final temperature of the water that leaves the dam is acheived and how it has been acheived for over 80 years.
