Technically nothing is anonymous already. Things can already be traced back if you have high-enough level access to the internet backbones and the VPN companies. If the most powerful people in the world want to trace a signal back to a computer, they can.
The OP would lower the barrier to access for that information so that more companies and governments can do it, instead of a few fed agencies having a monopoly on that information. Which is probably not going to be great. I can imagine in the future perhaps large numbers of people may abandon the internet as it gets more corrupted and dangerous to use

True. It just depends on the barrier of entry.
If you're using TOR to troll some video game nemesis or order drugs off silk road, odds are nobody is going to care enough to pursue you.
If you're a terrorist and use it to tell people you're going to nuke 8 big cities and the pentagon tomorrow (and of course it's a threat they take seriously), you can bet the feds are going to probably figure out a way to identify you pretty quickly.
