Which would be true in ALL audits about massive projects that cost $24 billion over 5 years, becase of different methods and processes for each outcome measure. The most important part of the audit - in my view - is that there was potential fraud in the management of conflicts of interest and the overpayment of salaries, which might now be under investigation. The audit will have been helpful if this is one of the results.

No, it's a proxy. California does earn a lot of money though. And they pay their way, and covering the arse of those failed states. For every $1 paid in taxes, New Mexico gets $3.26 in federal funding. That's failure.
