Let's just be clear and call this what it is: This is a terror attack. It is designed to elicit terror in the legislators as a warning to vote the "correct way".

“I think it does give individuals pause simply because whatever individual or group decided to pursue this, the intention was to be threatening,” Baumgardner said. “The intention was to create a threat.”

They really tiptoe around stating that they were terrorized.
