Governments, charities, and other groups pooled together millions of dollars to pre-order vaccines before they had the availability to deliver them yet, with no-refund contracts.

I'd argue that it seems clear that many of these purchases were made based on inaccurate statement of efficiency and safety, which should be investigated for fraud, by vaccine developers, manufacturers, or through corruption of the government leader ship who contracted purchase of them after we all found out they didn't meet advertised aspects and that all the safety testing was skipped.
