Maybe. Could also be to hide everyone else's corruption. Could also be to cycle through the old soviet-era weapons and get fancy new ones from the modern military-industrial complex. Could also be to hide USA's responsibility developing weapons of mass destruction in biolabs in ukraine. Lots of possible reasons. Hanlon's razor tells me it's likely to be that the western leadership is generally incompetent and they poked the bear one time too many
