Phrased in that way, it confirms what I thought: Most people aren't racist inherently.

Racism, in all the weird ways it takes form now, is usually pushed, propagandized, and leveraged as a social control tool. People are made to act in racist ways now, unknowingly it seems; or "virtuously", it seems.
