It's like the kids that already have the grades to get into college. They have to have those extracurricular activities to push them ahead of the other smart kids. The more people you can interact with as you climb the corporate or political ladder, the better. Although I don't have any insight on the programs listed above, smart people with good intentions who get involved with dysfunctional organizations either fix it or get out if they can't.

The mindset of a typical dope dealer has not so much to do with the fact that i can buy my product for X and sell it for X+Y, but instead the real mindset has to do with the fact that if i can just get you to take the first hit...
