Holy shit! I thought the article was exaggerating like most of them, I was wrong. After reading the entirety of the EO I believe they downplayed how bad it is because nobody would believe them if they didn't. I wouldn't have, until I read the entire text.

Your first impression was correct: the article takes the legal arguments out of context, while also claiming that this cancels the constitution. Leo Goldstein and similar radical Republican Zionists want the money laundering with Russia to continue, via several banks, including those in Israel, Germany, Cyprus, Switzerland, Cayman Islands, &c, as this allows Russians (among others) to join the pay-to-play political process in the US, whilst hiding the politician's money in offshore accounts, laundering the Russians' money, and influencing US policy, sanctions &c. Much of this will continue, regardless of the EO, as it continued under the corrupt Trump/McConnell admin to the tune of $billions. What's new is that those who are caught doing this can now be prosecuted by the AG.

How does this affect money laundering from Ukraine?

...Or money laundering from anywhere else that happens to be from a Russian source that is difficult to trace...

Much of this will continue

But what's important in this case is for previous sanctions to have some teeth (even it they're baby teeth for the wealthiest Russians). The Trump crime family assisted the Russians in numerous ways that should not have happened because of sanctions. The EO will restrict the money somewhat, which hits the Russian Oligarchs somewhat in the pocket, as they have to work around the new EO.
