No this stuff will continue until the onlookers stop staring (and drooling like Homer Simpson), and start kicking ass. Bullies work on the principle that the crowd is more interested in watching them stomp a victim, than in attacking them. Also on the principle that there will be no future negative repercussions for their actions.
