It's called 'expanding the envelope' with 'dog whistles' - to repeat lies that are also on many occasions obviously preposterous, but because of the source (leader of a nation) are read as potentially imortant, and for those who want to hear an anti-vax message will hear an anti-vax message, like a dog hears high pitched whistles that humans cannot hear.
