TLDR: On Friday, December 18, 2020, at 1:30 pm (PST), California's income tax agency will be having its Annual Taxpayer Bill of Rights Meeting, where they accept suggestions from the public on how to improve "the system." It looks like the meeting will be online, though that is not confirmed. You can also submit suggestions via email beforehand if you cannot attend the meeting or don't want to speak at the meeting.

Anyone who pays taxes to California knows that the Franchise Tax Board is dysfunctional. Let’s band together in a positive, constructive and legal way to demand that their broken system be fixed! Let's flood them with great suggestions!

I've posted this on national politics because I am guessing that other government agencies also hold meetings like this one. If you are frustrated with a particular government agency, you should look into whether they have a meeting like this. FTB used to keep this meeting secret from the general public until I pointed out that they were violating our state's rights by keeping it a secret. I shamed them into publicly disclosing it on their website. :)
