So; now you have to have positive proof of a negative, right? No way this won't be faked and sold on the black market.

Well this can be done electronically as well. Fake the papers at your own peril if a global registry does not show a current inoculation (previous one may have expired) you might be detained pending the issuance and execution of a medical search warrant in order to determine your fitness to travel. well if nobody gets the vaccine that makes you sterile, then nobody flies qantas and they go bankrupt.
