There should never be any proprietary software and hardware in voting systems. There should never be hidden code or hidden data in voting systems. There should never be hidden and unchecked communications in voting systems. There should never be hidden financial payments for voting systems. All votes should have voter-IDs and be checked back regularly with the voters, anonymously.
Anything else is designed to manipulate elections, so Dominion is guilty of making elections insecure. Even if they did not do anything, someone else certainly did. They allowed it to happen.
And in this case the statistical errors are so clear, that I suspect a hidden program-insert, made by an employee, was changing the votes.

The problem is on more levels. We now vote for people or groups, that should not have power at all.
Instead we should vote each half year for decisions, strategies, systems, organisations. And many of these should compete with each other.
