Could the blue states be ones with more cities where COVID restrictions would be more justified? (trying to offer a charitable explanation here)

Pretty much. Red states tend to be rural, where everyone can be more naturally spaced. If you can get 6 feet from everyone in NYC before lockdown, I'd like to know how.
