This is what the police did with the London riots. They went through the videos and arrested everyone after the event. It worked though because the judges supported them and gave out extra harsh sentences (well, like 2 years instead of 6 months). The main thing is to disrupt the rhythm of offending which happens when you have people walking into jail and then walking straight out again without having to stop and think.
