China's government is a "unitary Marxist–Leninist one-party authoritarian political system" under the Chinese Communist Party. The CCP has the ultimate power and there is no separation of powers. The constitution describes China's system of government as a "people's democratic dictatorship".

Because they're run like dictatorships, governments of China, India, Russia, Turkey, Syria, Israel, Hungary, Belarus, Myanmar, Pakistan, Afghanistan, North Korea, Saudi Arabia, Qatar, and the UAE don't care about 99.999%.
