"Forced"? 90+ percent have been literally fighting and dying for the last eight years to be citizens of Russia.

As for the minority who don't want Russian citizenship, well, that's tricky. Don't most countries require non-citizens to have permission to stay in a country, under threat of "possible" detention or deportation? Seems to me that since its okay for Latvia to do it it should be okay for other countries too.

It would be nice to see some more credible sources on this than Reuters.

Well clearly. The Ukrainian passport holders need to apply to the Ukrainian government for flood damage compensation.
