Yup. Also, cosmetic surgery is elective. It is currently legal to do elective cosmetic surgery on children with consent, and the adult parents consented on behalf of the 13 year old.

Thinking like a lawyer, these consent questions are going to be argued as to whether it was truly informed consent. In order for "consent" to hold up, the hospital / doctor needs to be able to demonstrate to the court that the person fully understood what to expect. That is super dubious in cases like this. I really hope the hospitals lose some big cases on this. They need a HUGE slapping down. Institutional medicine has a massive God complex these days and needs to be cut way back to size.
