If you carry a cell phone with you, then it already does this.

These definitely can track your location, by having readers at every doorway recording the time you walked through the door and correlating them together. They already track your cell phone's Wifi and Bluetooth this way at super markets, malls, and likely many other places covertly, like airports. They already track your cell phone's cell signal to cell towers this way with "cell pings."

At least you can turn off your cell phone. Also, some ROMs such as GrapheneOS randomize the Wifi and Bluetooth identifiers to impede tracking.

You can have responsibilities and also not have the expectation to be reachable at any given minute.

Just because you turn off your phone, that doesn't necessarily really mean that it is off.. it means that the screen is off..

When a phone is turned off, it can still have software running in max power saving mode and it could easily still be communicating with Google or sending your location.. and it could be possible for Google or feds to log into your phone AND listen using your microphone and watching you using the camera.

Did you ever notice that many androids have batteries that are not removable?
