You have to wonder at the genius of people who come up with these decisions.

The people who come up with these decisions are perverts actively masturbating to the thought of being able to glance in the bathrooms as they walk past and fantasizing about forcing students into this situation. If any of these people were actually confronted and forced to explain themselves without falling back on buzzwords and the protection of fellow perverts they'd very quickly be arrested.

Agreed. That arrangement would be suitable in a kinky or gay club for people who pay for the experience but in a high school, it is outrageous.
