I'm not sure if you're familiar with the background of what's going on here but the thing they don't mention is when the USSR was collapsing and couldn't maintain control over their member states, the US swore we wouldn't place NATO in their territory. The SecState I think made those promises. We totally ignored that since Russia couldn't do much about it anyways.

We reignited the old issue by talking about including Ukraine in NATO, which if Russia didn't do anything, is probably what would have happened.
