Revolting, but the point of incest laws is to stop genetically deformed children being born. Since the woman in this case is well past reproductive age, who gives a shit? Why would you prosecute that?

Prosecute it to prevent it ever becoming normalized. You have to stop this degeneracy at every instance and stop it hard or next thing you know you have men in dressed demanding to be called xir while they try to mollest your 9 year old kids and society calls you a bigot for stopping them.

It's not just to prevent inbreeding. The vast majority of incest is child abuse. It's another way to get paedos into prison.

Because prosecutors get off on adding another checkmark on their wall of ruined lives. They're despicable scum. If it were a choice between the prosecutor and an adult consenting incest couple that isn't having children, I'd side with the incest couple.
