The way propaganda outlets like RT, BBC, ChinaDaily, FoxNews and CNN work is that over 90% of what they publish is verifiable fact. This gives them cover for the articles that are blatantly false.

There are no non "propaganda" outlets. There's independent journalists of varying quality. That's all.
