In the American justice system, just about everyone is offered a plea deal. If you do not take it the judge will impose additional punishment for cluttering up the docket.

If people refused bail and plea deals the whole system would freeze up. Courts are for rich people. Plea deals are for poor people.

Agreed, and the deeper our system becomes "legalistic" (letter of the written law) instead of having anything to do with rationality or morality, things will continue to get worse in that direction you pointed out.
