Those natural resources and their availability/accessibility could be the reason why they never developed technologies to utilize them, though, and there also weren't environmental stressors to adapt to such as in harsher places like Europe, Asia, North America, etc. Maybe the reason why they never learned agriculture is because they never had a need for it? I don't know, honestly.

Nailed it. Regions that never freeze don't cause local populations to learn smart skills like planning for winter and working together to grow, gather and store food.
