Staat means "State", and Kosten is "cost". Those are easy enough to remember.

Da steht der Staat, aber gemeint sind wahrscheinlich wieder die steuerzahlenden Arbeiter, die nichtmal gefragt wurden, womit ihre Gelder veruntreut werden.
