Look up R/K selection.

Rabbits can have hundreds of babies whereas a Dolphin might have only one. Why? Because of the energy and time they put into raising their young, which relates to their evolutionary history of how they choose to survive.

This also applies to humans, especially as we've all become materialistic and want to do more with our free time, that simplying having 12 kids per family would be too expensive.

The only realistic scenario I can imagine, is do what the Soviets did and impose a "no-child's" tax. If you don't have at least 1 kid, you're going to be burdened with it for life.

But otherwise, don't expect birth rates like Africa without drastically changing culture with it.

Throughout history, there's always been incentives to "pay" to have more children, but it almost never works. Again, it's our current biology that is working against us. Especially if you're a High IQ Ape who spends more time in the lab, than at a daycare.
