they updated their terms of service, by continuing to use PayPal you are in agreement with those terms

Yes and these terms have beautifully written clauses such as "...or any other action or content deemed to be misinformation or otherwise objectionable, at the sole discretion of Paypal."

They get to choose when they fine you for imaginary reasons and steal your money and there's nothing you can do about it because YOU AGREE TO THIS BY USING THEIR SERVICES.
