It's probably a lot less fun to be homeless in a place that freezes. Although you can see even some of the homeless won't stoop to living in LA, despite being even warmer.

My town has been #1 most unaffordable in the US a number of times since I've lived here. The behaviors of the homeless are an annoyance, but less so than the features of other places.
