All the Western Leaders promised Russia if they did not stand in the way of former Communist block countries that wanted to leave the Soviet Union, they would not allow those countries to become a threat to Russia by joining NATO.

Of course they lied. The CIA infiltrated those countries and installed puppet governments and had them join NATO. That is pretty much what the Ukraine issue is all about.
