What keeps this megalomaniac moron from making those mosquitos spread a virus (or a "vaccine") to humans?

He surely has shown beyond any doubt that he feels called and entitled to do so to "save the planet" or to please his "philantropy" and he has bought enough politicians and media to ensure he will get away with it.

Who checks and scrutinizes what those mosquitos are actually spreading?
