There is a controversy among military historians about what percentage of soldiers in battle deliberately fire their weapons to miss enemy soldiers. Some historians have made claims as high as 30%.

I've heard that too, but does it apply to modern wars or just when each man was expected to fire so many rounds at the front lines before rotating back?

I question the whole theory and think it was concocted by some academic who needed a publication. Also, I'll bet he had never been in combat. It's one thing to say, "Thou shalt not kill" in church but quite another when the enemy is overrunning your basecamp.
